This is a firmware error, meaning your f/w simm is probably bad. You can try reseating the simm. It is behind the small panel in the back of the plotter, that is held on by 4 torq screws. Reseat all the simms that are present and see if that helps. If not, you probably need to purchase a new firmware simm.
Also try looking at pulling the JetDirect card and then re booting it
If you enter your SIMM password wrong a few times (3 in general), your SIMM will be lock: contact your Mobile phone Service provider help desk who should be abel to give you the specific SIMM card 'PUK' code. DO NOT ATTEMPT TO ENTER INVALID CODE as after usually 10 tries, your SIMM CARD WILL BE DESTROYED and need replacement simm at a (substantial) cost!
The IPAQ 6515 will only work with GSM Simm and network. It is also NOT 3G compatible.
You can verify that the 6515 is working with another network SIMM, then it is likely that your Simm card is not compatible and may in fact be design on Afghanistan's 'Analog' network.
Incidentally, the 6515 will also not work in Japan even with a working 'roaming' SIMM as the Japanese Mobile Network is also not compatible!

When a SIM card get's blocked you can enter the PUK code to unblock
it. The PUK code should be available from the service provider. Be careful, if you enter 10 wrong PUK codes you completely block your SIM card. There is no (known) way to unlock it. please rate the solution if you find it useful

I was getting the same message after charging the phone and powering it back up. I do not remember ever touching the Simm card but somehow I had entered it with the 45 degree corner cut-off viewable after insertion which is the wrong orientation. The end of the card with the corner cut-off is inserted first and will become hidden from view.
Another suggestion is to take a thing swab of alcohol and clean off both the Simm card contacts as will as the round contacts in the phone. Make sure you gently blow dry the contacts with non-heated air before replacing the Simm card and battery. I think the real issue all along was contacts slightly covered with a film that was making the phone think it lacked a Simm card altogether.
