You have the review feature active and the flashing colors are most likely showing you the highlights and shadows that are too bright or too dark for a good photo. Look for the features in the menu to turn them off or try a factory default reset from the camera menu.

SOURCE: can not take a photo

It's nearly impossible to troubleshoot your camera without seeing it, but your problem may be due to weak/worn out batteries or corrosion on the battery contacts inside the camera which can prevent the full power of the batteries from flowing into the camera. Try this free fix before you do anything else: remove the batteries and wipe the camera contacts firmly with a dry cloth (heavy corrosion may require cleaning with a wire brush, steel wool, or sandpaper). Remove any residue that may have fallen into the battery compartment during cleaning, then wipe both ends of the batteries and place them back in the camera. This cleaning clears the problem about 90% of the time. If it doesn't work for you, your batteries may need to be replaced, or the camera may have a problem that requires professional repair.

When I take a photo the display screen flashes

This is a normal phoneme. The camera wants to show you where the picture is overblown. In these parts you can't see any details, because in JPG it will show it one colour. Most of the time this will be complete white.
When you are shooting in RAW (NEF in your Nikon) most of the time you still get detail, when you work in one of the RAW editors, like Photoshop, DxO and other picture edtors.

Problem with over-exposed photos

My suggestion is to try to reset to factory settings.

You may have accidently affected an exposure timing setting.

Or just try to use it in an automatic mode.

I sounds like a setting, since indoor flash pics are good, as you say.

Trouble printing to photo paper

The paper you print on is not relevant. What happens is the green tint is the actual printer delivering all the colours to give a 'composite' black. On shiny photo paper this is emphasized where as on plain paper the colour is absorbed and shows as intended. So what can you do? Move away from black and go for a tint such as sepia.
