Please see below. I believe that you have set the tuning to LOCK, hence the KEY symbol. I have done the same thing with other radios. I bet you never forget this!

The DEH-P7900BT is almost identical to the DEH-P85BT sold in Europe.
This
is a US model and will tune most AM/FM stations in the UK/Europe. The
FM broadcast band is 87.8 to 108.0 MHz. so it will not pick up any FM
stations outside this range. Also, the tuning is in odd increments
(such as 96.1, 96.3, 96.5, etc.) so some stations with even frequencies
will be slightly distorted, depending on the power of the signal the
station generates.

What is there to fix? You have now access to a larger interval of tunable frequencies. There are two or three selectable FM ranges. In Japan you can tune between 76 MHz and 108 Mhz. In North America the range is between 87 Mhz and 108 Mhz. There is 3rd one called School Band but I do not recall the limiting values.
Take the cover off and look at the cable that connects the tuner to the main board. Make sure it is connected straight and tight. Make sure all screws in the back are tight, just in case it is a grounding issue. Iff all checks out and you still have issues, replace your tuner.
For the Grant 40 channel CB there are 40 frequencies I will list below.
When you refer to the upper and lower channels for this raidio you must mean USB (Upper Side Band) and LSB (lower side band).
This is called single side band modulation which is to say the the carrier is removed from the upper or lower sideband depending on which your pick and the signal goes farther on less power.
So the upper and lower side bands are the same frequency just upper side band or lower sideband.

The short answer is yes. The method is to set the TV to receive either channel 3 or 4. The converter will receive the digital broadcasts and "re-broadcast" them on either 3 or 4 analog for the TV to receive.
According to the manual the Pro 94 should cover that frequency.
Please note, certain frequencies are blocked in some countries. I see no reason why 217.031 should fall into this category although the closest may be 217.030 which should be close enough
