Cook's Essentials is a brand which is exclusive to QVC (when sold new.)

Cook's Essentials products are manufactured for and sold exclusively by QVC.

I checked this web page which lists links to the user manuals for Cook's Essentials pressure cookers:

However model 99120 is not listed.

Therefore, I suggest you contact QVC directly and ask how to obtain the user manual. This is the QVC Customer Service phone number:

Angela, isn't Cook's Essentials made exclusively for QVC? Perhaps you can contact someone at QVC for help- maybe for getting the manufacturer phone number to call customer support!?
Unfortunately, other Cook's Essentials manuals I found online state "contact customer service" for parts, etc. but leave no contact number or address for customer service; so one is left to guess they mean QVC!?
The only manual I was able to find is the CECP800
