In general Compact Flash Cards have to be formatted within the camera that is using them as they use a format proprietary to that camera. Also there are size limits on cards. If your camera will only take 16 Mb cards and you put a 32 Mb card in, it will not read it. It sees it as 'No Card Present'.
It seems that the CF reader mechanical assembly part is loose or it has out of place an internal part.
It may be caused by excessive force in pushing/pulling a CF memory card, or due to a manufacturing issueof the camera.
The solution is to open the camera, and check what is causing the problem and fix it.
If it's under warranty, I do recommend you to return it. If not, then you will need to pay for its repair, or do it yourself if you have experience, skills and patience in fixing electronic devices.
Such repair will require some philips screwdrivers, a soldering iron, soldering wire, and a st of tweezers.
There are in internet some guides to open and disassembly Canon XT 350D or Rebel 300d cameras. The disassembly process with the XTi 400D is very similar. You can Google fr such guidelines.
did you delete all card files on your pc?
if so, camera will not function properly. Try formating the cf card on your computer and format it again inside JVC camera,
try inserting a normal cf card(should work) in order to find if you have a faulty cf card

It sounds to me like the power cord has a short. To test your power cord you need a multimeter. Test continuity threw the power cord, from the male plug prongs, to the wiring inside the vacuum. You should get continuity from one prong on the male plug to only one wire on the other end of the power cord. If you test one prong but get a readying on 2 wires, then it is crossed. If you dont get any continuity on one or more of the wires, you have a short. A common place for a short in the cord is the male plug, you can find a replacement male plug at a hardware store and cut off the old one. When wiring the male plug, black wire goes to the gold post, white wire goes to silver, and green wire goes to the green post.
If your carbon brushes on the motor are warn, then that could cause the motor to stop, but other parts of the vacuum should still work so I dont think it is that.
In inserting the card the wrong way round you have almost certainly damaged or bent pins in the base of the chamber. To confirm this shine a torch down inside and look and see. If this is the case - there is almost certainly no repair option. The hours cost of stripping replacing the unit and parts availability mitigate against repairing digital cameras no matter how expensive they are
It isn't clear from your description, but are you inserting the reader into your USB port, and *then* inserting the CF into the reader? If so, try reversing this -- insert the CF into the reader, then insert the reader (with the CF) into a USB port. It is possible that your PC is only looking at the reader once (when it is inserted) and not finding a CF, then ignoring the CF once you insert it.
If your camera can read and write to the CF, then it is unlikely that the CF is damaged. Since you have determined that the reader is ok, and since your PC recognises the reader, it is unlikely that it is a USB driver problem. Similarly, it is unlikely that it is a physical problem with the USB port, or the pins in the reader or the CF card.
I think we can rule out a problem with the cards, which leaves the camera. maybe one of the cf pins is bent?? look into the slot with a light and check for any pins out of line, if you find any, see if you gently push it back into place. I saw the exact same problem, having the same fix.
try also connecting AC through a cable and the camera to the computer, see if it makes any change.
Whats your warranty status? use it if you still got it, if not, get a repair estimate.
