this is the probem due to either the coverage of the n/w in the particular area is less or the handset memory for the n/w configuration list is full like the way if the bluetooth pairing with number of handset if full the pairing doesnt happen.

BlueTooth devices only can support so many profiles of different phones etc. From the main menu, go to Settings, then Paired Devices, List then delete.
Bluetooth is pretty much universal, in that if you have two bluetooth devices and they are paired correctly you should have full connectivity.
If you have not purchased a phone based on the info given by VW, just try and pair a friends phone up to the car, it will do no harm.
