Need to drop the lower unit(prop and all) to acess the chamber for the impeller.. give the impeller a small coating of grease so its not dry when starting up..

an overheated engine will soften the rings so that the compression fails and may have damaged the reed valves that facilitate the compression
if it is a 4 stroke then there could be piston damage as well
If you do not have a workshop manual or are not mechanically conversant with engine repair then I recommend that you take it to an evenrude service dealer for diagnosis and repairs as there is a safety issue here
before you go ant further it will need a new impeller in the water pump---long periods of inactivity allows the blades to perish in a position and when started they tend to break of followed by the rest at a critical time
next the main jets are corroded up and blocked
there is a product sold by marine shops that you can soak the carby in that helps remove the corrosion --other than that it is a carby rebuild
as the exhaust is normally near the propeller and I assume that it is a 2 stroke then the oil in the fuel mixture will be exhausting with the gas and leaving a residue in the drum
other items that will need replacing are fuel hoses ( deteriorate from the inside , hand pump in the fuel line and the diaphragm in the engine pump
the culprit is the CDI is receiving a signal from the coolant temperature switch indicating the engine is overheating and has switched the ignition over to LIMP HOME MODE.
because the engine is cooled by lake/sea water the thermostats brass plunger becomes gummed up with salt / moss / algae buildup preventing it from opening fully or even opening at all
water prop? if your talking about the Propeller that rotates to propel the boat. only replace it if fins are missing. Aluminum and stainless steel propellers can be rebuilt. If your talking about the water pump impeller. the answer is yes. its rubber and should be replaced seasonly
