You can set the jumper as follows:

Clearing the BIOS settings
CAUTION: Do not change any jumper setting while the computer is on. Damage to the motherboard can result.
This motherboard has jumpers to clear the Real Time Clock (RTC) RAM in CMOS.

Clearing CMOS

To clear CMOS, follow these steps:

1. Temporarily set jumper Clear CMOS (CLRTC) to pins 1-2.
2. Wait 5-10 seconds and then return the jumper to pins 2-3.

When you startup the PC you will need to enter BIOS setup to reset any custom BIOS settings.

Clearing the BIOS password

The BIOS password is used to protect BIOS settings from unwanted changes. If you have forgotten your password you may disable password checking.
To erase the BIOS password follow these steps:

1. Turn OFF the computer and unplug the power cord.
2. Locate the jumper labeled Clear P.W. The jumper is found at the lower right edge of the motherboard.
3. Move the jumper on jumper Clear P.W. to pins 1-2.
4. Plug the power cord and turn ON the computer.

Hold down the F10 key during the startup process and enter BIOS setup to change or clear the password.

After changing or clearing the BIOS passwords, remember to reset the jumper to pins 2-3.

Starting at the TOP coming down;
Pins 3, 2 and 1.

Jumper cap should be on Pins 2 and 3.
(Enables the Keyboard wake-up feature. Factory default setting is Enabled. Pins 2 and 3)

B) Clear CMOS Jumper Block.

BOTTOM right corner of motherboard. 3-pin jumper block.
It is to the Left of the bottom/left SATA connector.
It is immediately to the Right of the motherboard mounting hole.

Starting at the Top, and going down towards the bottom edge of the motherboard;
Pins 3, 2, and 1.

Jumper cap should be on Pins 1 and 2.

When you changed the SMPS, do you KNOW for a fact it is a good one?
Did you plug the 4-pin ATX +12 Volt power cable, into the motherboard?

What COMS setting/s did you change?
I would go back into BIOS Setup, and set that menu screen back to the factory default settings.

in some motherboard when you change the c mos jumper the motherboard doesn't switch on change the pin to 1 and 2 normally which is c mos normal and 2 and 3 is to clear c mos you will see marking of all the jumpers in the motherboard set the pin correct to normal and also remove the power connector from the motherboard and short the green and the black wire and see whether the smps works if not working change them

BIOS jumper (1x1:3) is next to the CMOS battery east and slightly south of center, Freq MHz jumpers (4 x1:2) are on the north side just west of the DIMM banks, front panel etc. jumpers (multiblock + 2x1:2) are in the South-West corner.

Motherboard Jumpers:
Some, but not all, motherboard manufacturers provide a set of three jumpers on their motherboards that provide you with the ability to clear the Bios/CMOS settings, thereby allowing them to be reset. For the most part this is used when the Bios/CMOS data becomes scrambled and you need to clear the Bios/CMOS in order to return the computer to a functional state. This same procedure, however, can be used to clear passwords from the Bios/CMOS setup. Typically a jumper will be found across pins #1 and #2 as the default position, and by shutting the computer down, unplugging the power cord and then moving the jumper so that it is across pins #2 and #3 will clear the Bios/CMOS settings.
Here's an example of a Supermicro PIIISEA motherboard.
As you can see from the picture, we have added two small red arrows. The arrow to the left denotes the location of the "Clear CMOS" jumpers, while the red arrow to the right denotes the location of the CMOS battery.
Here are the procedures if the jumpers are present on the motherboard:

• Locate, if possible, the instruction booklet for your motherboard. If you cannot locate the booklet, then user the motherboard references on this site to locate the manufacturer and see if a manual is available there. You may also want to closely examine the motherboard itself.
  
• Shut down your computer and disconnect the power plug.
  
• Now identify where the jumpers are located, then check the present pin location and the location of the jumper on those pins to determine their default location. As an example, the default location on the above motherboard is to have the jumper across pins #1 and #2. Write it down!
  
• Next, move the jumpers from the their default location (Example: from across pins #1 and #2 as above) and then place the jumper across pins #2 and #3.
  
• Leave the jumper in place for 20 to 30 seconds and then return it to its default location.
  
• Now plug the power cord back in and restart the computer.
  
• When the computer begins it's startup (boot) process, tap the DEL, F10 or F1 key, (whichever is appropriate for your computer) to get into the Bios/CMOS setup. If you need more detailed information as to how to get to the Bios/CMOS setup, follow this link. Bios Basics
  
• Once into the Bios/CMOS setup, look for a section or area to set the Bios/CMOS to its default settings. This will return the motherboard to either its basic or optimum settings depending upon the motherboard manufacturers settings. You will then need to verify certain settings, such a CPU and memory as well as hard drive type and size recognition. • After making any final adjustments, save your settings and restart the computer. The Bios password should be gone and the Bios set to its optimum settings.

If the "Clear CMOS" jumpers are not present or not available:
The procedures for clearing a Bios/CMOS without jumpers is essentially the same as those given above when they are present, it just takes a little more effort.

• Shut down the computer and disconnect the power plug.
  
• Locate, if possible, the instruction booklet for your motherboard. If you cannot locate the booklet, then use the motherboard references on this site to locate the manufacturer and see if a manual is available there. You may also want to closely examine the motherboard itself.
  
• Now identify where the battery is located on the motherboard. It will be approximately 1/2 inch in diameter.
  
• Normally these batteries are held into place with one or more small clips over the face of the battery. Carefully lift the battery out of its socket and set it aside. Note: Some batteries are actually soldered to the motherboard, so take that into consideration and be careful.
  
• Leave the battery our of the computer for about 20 to 30 minutes and then return it to its socket.
  
• Now plug the power cord back in and restart the computer.

There are two ways to reset the boot or the bios password:

1.By removing the CMOS battery

You have to shut down the computer , disconnect the power plug and open up the unit and locate the CMOS battery ( which usually looks like a coin) . Carefully lift the battery out of its socket and set it aside.Leave the battery our of the computer for about 20 to 30 minutes and then return it to its socket. Now plug the power cord back in and restart the computer.
It'll reset all BIOS settings as well as the password and you'll need to re-enter all settings.

2. By using the motherboard jumper


Shut down your computer and disconnect the power plug. Identify where the jumpers are located. The location of this jumper varies depending upon the motherboard brand. You should read your motherboard manual to check its location. If you don't have the manual then look for the jumpers near the CMOS battery. Most of the manufacturer label the jumper as CLR, CLEAR, CLEAR CMOS, etc. Then check the present pin location and the location of the jumper on those pins to determine their default location. As an example, the default location on the above motherboard is to have the jumper across pins #1 and #2. Write it down! why are u trying to set the jumpers ? i should have thank u if u add some more details. all the jumpers onboard have their own purpose. look carefully on ur mainboard, u'll see the jumpers with their distinct labels.

If the motherboard is new or you never set any jumper setting or you did not interfere any connection seeting their then you yo did not need jumper setting to seat the CPU.

The CPU you are going to use is very compatible in your mainboard so do not worry about the setting.
