I can help you find the parts you need for the Lionel 1987 Electric Gold Rush Special 0-6-0 Locomotive. The parts you need are bushings for the wheels. I recommend looking at hobby train parts suppliers such as Lionel Trains, Trainz, and Model Railroader for the bushings.

If they make a sound, the solenoid is probably good. Try spraying a little WD40 on the coupler hinge and try to work it with your fingers. It will probably latch closed when closing manually and then try opening it electrically.
If your locomotive continuously starts then stops, when prodded with hand/finger repeats process. Then most likely, first check your electric connection for a loose connection. If everything looks ok, check wheels on locomotive for dirty wheels, then check track for dirty track.
I'm not familiar with the Dash 9-44 CW but it may be that the sound and smoke switches are turned off. You will probably find these under a removable cover on top of the locomotive or under it, usually near the cab. Check your instructions or go to Lionel.com and click on support. Instructions and manuals can be found here.
Probably the springs of the inverter unit are broken or too old. If you replace them by new Marklin springs, it shoud work. Notice that they must be the correct Marklin springs: any other springd probably won't work because their tension is not the correct one. Best!

You will need to perform the following :
1) clean any and all electrical pick ups (with power off)
2) check, clean, and re lubricate gearing on locomotive
3) check switch on fwd and rev for contact and dust.
4) please note that sometimes this is a really good excuse to buy a new locomotive or upgrade to a BIGGER set.
