Check air filter, check screen in bottom of fuel tank,
New spark plug and also check the spark.
If there is a weak spark, the coil may need to be replaced.
If you have good spark, clean air filter, and clean fuel tank screen, then the carberator will need to be pulled of and cleaned out with solvent

Sounds like you have dirt and/or moisture in the carburetor float bowl. Remove the bowl and clean it out. place a small pan or bowl under it when you start to remove it to catch the fuel and look for water. It will look like a "bubble" floating at the bottom of the fuel. Get a can of areosol carburetor cleaner with a long tube on it, stick the tube up in the hole where the bowl nut goes and spray it out to remove and fine dirt that may be in there. The following is in CAPS because I cannot stress enough, the safety and hazards of using the carb cleaner:

The 'DIPLOMAT' series of WEBBs is bad news, its NOT a WEBB! Webb were swallowed by qualcast-atco-suffolk, who dunped Webbs tooling, & dressed up punches & commodores in thin disguises, dumped the briggs & stratten engine for their own alloy job, & charged a rip off premium for the Webb decals!
The qualcast suffolk alloy engine suffers from a WIPAC electronic ignition unit. As it gets old, it fails, sometimes completely, sometimes as it warms up. Once cool, it works for a while again.
Not too hard to replace, but hard on the wallet, £69 genuine, £40 fake! On the whole its not too bad an engine if cared for & oil changed often. better to look on ebay for a cheap used HONDA engine & transplant! R-E-L-I-A-B-L-E !............I did! ( £35 honda gc series, 5,5hp! )

If it is two stroke it must have oil mixed in with it. Try pulling the cord and notice if there is any compression if not then it is the pistion and if it doesn't turn then it is seized with lack of oil.Now if it is four stroke take the plug out put it to the head and pull the cord to see if there is any spark if there is it's a fuel problem.

There is a nut in the center of the blades. The
easiest way to remove this nut is with an impact wrench. If you don't have one there is
usually a hole in the disc where you can insert a screw driver to lock the blade from from turning and you will need a long handle ratchet in order to give enough torque to remove the nut. Once the nut is removed, the blade will slide right off. If you are doing this to sharpen the blades, you do not need to remove the blade to do this. Use a 1/2 HP grinder wheel and just evenly slide the wheel down the blade until it is sharp. CAUTION: it will cut you finger. Make sure you disconnect the power and the fuel is turned off at the time you do any of this work....
