The instructions (should) specify the charging time.
However, you can try operating the lights briefly during charging, then note the time taken until they work properly, then add an hour or so to allow full capacity charge.
As far as I know, solar arrays won't over-charge a battery, as it is more of a low-current trickle-charge, so you could leave it charging the whole day without damage.

Make sure the batteries are fully charged. if your cart has it's own charger it may not fully charge. I would purchase a portable one and make sure they fully charge then you would know whether the cart charger is working.
Hook up only the ac adapter to the DS to see if it turns on. If it does then we know the ac adapter works. We know the battery got fully charged but the system isn't turning on with the battery that is fully charged up.
I would say your battery is defective but you won't really know until you fully charge up a known good working battery and test it out.
The way the battery is usually charged is by plugging it into the player and plugging the player into the a/c outlet. Do not use the player, Just allow the player to charge the battery. The way you tell if the charging is working is the light on the front will usually be a red color and it will be steady color or blinking while charging. When the battery is fully charged, the light will turn green or turn off . This lets you know that the battery has fully charged.To test this try using the dvd player on the battery only. When batteries are placed into the charge mode, the red light will come on. When fully charged, on those units with a green light, the green light will be an indication that your batteries are charged and if your unit has no green light, the fully charged indication will be when the red light turns iff.
Synchronize your E2, then work on draining the battery all the way down in order to reduce the effect of battery memory. Memory happens when we repeatedly partially charge a battery. Over time the battery will forget how to keep a full charge, but will remember how to be partially charged. That's usually when users realize there's a problem. The first step is to drain the battery and FULLY charge it at least fully on the battery's indicator, but if you can, let it sit for 24hrs. The second step is to try to use the battery more before charging it and let it charge fully (ie-overnight) before using it when you need to charge it.
