How do I get rid of iCloud items?

You have two options.
1) Create a new Apple ID and use it to sign into the iCloud.
2) Delete or alter the old backup - the location is different depending on your software version. On 8 you go into Settings > iCloud > Storage > Manage Storage > then you can turn off parts of your backup or you could delete old backups. You could also delete the current backup then make a new one right away.

How do I get started on my new ipad?

1. Turn on your device. When you first turn on your device, you'll see "Hello" in different languages. Slide from left to right anywhere on this screen to begin.
2. Select your language and region.
3. Connect to a Wi-Fi network

13. Choose whether or not to use Siri.
Siri lets you use your voice to send messages, schedule meetings, place phone calls, and more. Or choose Don't use Siri to setup later l.
14. Choose whether or not to share app analytics. Choose don't share.
15. Choose display resolution.
16. Start using your device.

You don't have to delete his account. It is simply the "default." If you setup your own mail account, you can then make your account the default. You will afterwards set up your own Skype account using your own email address. Nothing stops you from setting up a Gmail (Google) account. If you don't know how, simply google "how to set up a google email account." As to how to make that the default account on your iPad, where the menu item is to do that may depend upon the version of the operating system. Here is one depicted instruction set:
