If you are a technical person you can purchase a touch screen
and replace it your self.. But i think the original touch screen will be only available in authorised service centers.
plug in the phone in to windows and double click on the phone icon in My computer on your pc. go into storage drive and open the windows directory by double clicking on it. then open the startup directory and copy welcome.ink to somewhere on your pc (your desktop is probably best).
open notepad on your pc and click file open, in the filetypes drop down box choose all files, then choose desktop and click on the welcome.ink file. When notepad has opened it up delete all the txt inside and click file
You have to execute a "hard reset". The exact method depends on the exact type of HTC phone you have. You should Google for "HTC Touch <your exact phone type> hard reset" and follow those instructions.
Make sure you follow the instructions properly. When it still doesn't boot up, you can always perform a firmware upgrade/reset, that's almost guaranteed to work, but is complicated and might break your warranty (depending on wether you bought the device yourself or got it as part of a package deal from your provider).
