Id say even though you think your air induction valves are closed they in fact are not , if all the jets get air in them look for leaks in pump or piping this might be more evedent if run slow or off as pump cant suck air in hole if its off , if not air induction valves can be rebuilt by obtaining the parts from mfg

The motor may have a thermal cutoff if the motor draws too much current. Do you have a sufficient large gauge circuit supplying the motore? If not the actual voltage at the motor may drop, causing it to draw more current to make up for the loss of voltage, thereby tripping the motor's protective breaker. I assume the motor will start again after serveral minutes of cooling down.

You should not be feeling any "trickle" of electricity. You are correct...it is NOT SAFE! I would definitely have another qualified electrician check your wiring out.

pump/heater that kept tripping the RCD.
After scouring the net and finding this same problem over and over again but no solution,I decided to get personal with the blighter!!!

THE FOAM IS USED AS A AIR FILTER AND A NOISE REDUCER , WHEN THESE BLOWERS GO BAD 90% OF THEM CAN'T BE REPAIRED ! = JUNK.. TO SEE IF YOU HAVE A RESTRICTION IN YOUR LINE OR LINES ,USE A SHOP VAC TO **** AND BLOW THE LINES IN AND OUT.. THESE BLOWERS ARE HELD IN USUALLY WITH ONE SCREW AND ARE EASY TO REPLACE ONE MORE CHECK 4 YA IS, THERE MIGHT BE A CHECK VALVE INLINE ON THE BLOWER , IT MAY BE BAD .
