Its to stop the dust blocking the filter. The filter should be cleaned with petrol every 4 to 6 months to remove the dust & oil build up, cleaned in/with petrol and re-oiled. Its also good to clean the filter housing each time you clean the filter

Have oil spitting out of carb and dip stick fill tube just started doing that on 19 hp kohler courage

if engine is not overfull you have bad rings on piston have to take in to have it done may end up short blocking it witch is cheaper to do replace rings cheaper by far 200.00 per cylinder

Toro GTS 6.0 hp idles up and down

Excess air or not enough air. Replace air filter. Spray outside of carb to clean & ensure choke movement is smooth. Water in gas may cause this also. Flush out tank, refill with fresh gas, always use Stabile.

I have a ryobi lawn mower with a 6.5 hp motor. it

I am working on one now. Customer said "it doesn't run". Ok. So, after oil/spark plug/air filter replacement...it didn't have any gas getting to the carb. Took off the bowl, and on this 2005 lawnmower, the inside of ALL of the carb was covered with a white/chalky film. Looked like tiny rust barnacles over ANY metal surface available. Silty white stuff in bowl. Blasted it all w/carb cleaner. Still couldn't get primer to work, but after I sprayed a bit o' starter in the cylinder, it started well & kept running. Until I let the bar down. Needs a new carb. Will see what the customer wants.

Lawn Mower begins then stops before in use

It means that either not enough gas is getting into the engine. The gas you pump in when you prime is enough to start the engine but not to keep it going.

There could be several things that cause this.
1. Old fuel:
Solution: Replace the fuel. Dump out the old stuff. If it is a year old it won;t work.

2. A dirty carburetor:
Solution: Clean the carburetor.
Easy carb clean:
Pull the bowl off and use carb cleaning solution to clean it. (you can buy carb cleaning solution a Wal-Mart in the automotive section. I have also heard acetone will work but I have not tried it.) Make sure not to loose the little parts like the pin.

Better carb clean:
pull the carb off the machine and clean each part with carb cleaner. There is a youtube video someone else posted on how to do this.

3. Your gas/air flow is not adjusted properly.
To check:
Pull off or out the air filter. Try to start it.
Solution:
If the machine runs longer there are two options: The air filter is dirty so replace it, or the air flow is not adjusted proberly. There should be a screw like thing sometimes called the "main jet" that you turn to adjust the air flow. It is on the carburetor side or bottom.
If the machine dies faster or won't start there is probably too much air flow and by removing the filter you added more air. Adjust the "Main Jet" as above.
