All new popcorn machines will produce a industrial smell for a short while when first heated up. It is from the oils used in manufacturing and that will stop over time.
Burned wire smell is usually associated with cleaning of the kettle. Cleaning compounds that are stuck in the carbon will create a harsh smell.

Try one ounce of oil, 1/2 teaspoon popcorn salt and 1/2 cup of popcorn and see how much it fills your machine and adjust quantities from there. This will usually fill a wok size bowl.

I hate to put this as a solution because it really isn't. I have an old popper needing a new kettle and was told it was almost as much to purchase a new kettle than the whole machine. The kettle is almost the entire cost of the unit. I will be purchasing a new unit.

Have you checked to assure that the warmer switch and the kettle heat switch are both functioning properly? Generally, you want 3 oz. of corn to one 1oz of oil. The amount of corn you can put in the kettle depends on the size of the kettle. So take the kettle size, (I think that machine is an 8 oz popper) and divide 8 by three to get 2.66 oz. (about a third of a cup) of oil needed. So you would use 1 cup of corn, and a third cup of oil.
