You say there is power at the fuse. ok . You need to also check now if there is power to the headlight and spotlights, if yes, then it is possible your globes have blown. If no power to the back of the lights, then the problem exists in your lighting switches.
Sounds to me like your cell charger is shorted so the fuse that sends power to the lighter socket blew and the dash lights are on the same circuit. Check all the fuses to make sure the tiny piece of wire between the two contacts is still intact and replace any bad ones with the SAME SIZE and AMP RATING fuse. Then, hope for the best and throw away the cell phone charger if all is well in the car.
