Your Honda GX-390 is only 11.7 hp (8.7 kW) @ 3,600 rpm, not 20hp so it is doomed to failure. Also, how are you going to get it to cycle on when the tank needs it.

Looking at wiring diagrams an testing the electrical circuit's is the way to find the problem . Could be the electric motor , switch ,wiring etc... Your best bet mite be to take your vehicle to a automotive electric shop.
Remove the inspection cover on the bellhousing (between trans and motor) to see if it is all wet inside with hydrolic fluid if so you need to replace the hydrolic slave cylinder.I hope you find this helpfull. Good Luck.
it sounds like the fuel pump needs to be replaced
the fuel pump is an electric motor the fuel in your tank keeps it cool but when you run the fuel dry the pump overheats and can seize
if the timer is on auto it won't advance if there is no heat,you'll need a meter to read out parts in dryer,is it gas or electric?try first by checking the thermal fuse on the blower wheel housing,if that's good check the heater if it's electric,if it's gas check the ignitor,sensor gas coilssend model number and if it's gas or electric next time
NO FLUID. It's all electric, no hydrolics at all, do not try and find a place to put fluid into. You will need to get the codes out of the system to have an accuret diagnosis of what need's to be replace. The most common thing is the steering motor, but that may not be the case for your car. Report back with the codes in the system.
