Your firmware is corrupt. You could try a hard reset to factory reset the tablet. But I recommend a clean flash. If possible watch the video that explain on how to hard reset Samsung Tablet 3.

My first guess is that It is "frozen." If you turn it off and back on, it probably asks for an "unfreeze" code related to unlocking the phone. If that is the issue, you can try to work with Samsung's support via their live chat. http://www.samsung.com/ae/support/model/SM-T331NZWAXSG

But alternatively, if the device is truly "hung", you can try first a soft reset and if that does not work, a hard reset (which will return the system to the factory defaults reverting it to how it was when it came out of the box. For the kind of issue you are facing, I would recommend a reset (Hard reset) for which you may follow the following procedure.
Make sure the tablet is OFF.
Press and hold the Volume Up and Power buttons at the same time.
When the Android starts to flash, release the buttons.
Then try to press different hardware buttons until you are given a list of options.
Note: If Volume Up and Power doesn't work, try Volume Down and Power.
In order to hard reset your Samsung tablet, the steps given below must be followed:
Ensure that the Samsung tablet is powered off.
Press the Power and the Volume Up button together till the device displays the start-up logo.
