Is there a belt adjustment for loss of pace on toro model 20070 mower?

this is not easy you have to turn the mower on its side <make sure the carb is down > take off the blade belt guide and look at it the space is really tight and you have to hold the trans with two fingers and then walk the belt on. its hard because the trans is spring loaded to twist backwards to keep the belt tight

Sounds liek you have installed the belt incorrectly or the tensioner if it has one is too tight.

If you have confirmed "no spark",and spark plugs replaced but still make no difference, then maybe you have a bent switch arm . It is the arm the brake cable attaches to on the engine. If it appears bent away from the engine- bend it back. If not, it is either the coil or possibly the kill switch . If you have an ohmmeter- with the bail pulled, the little spade terminal that hooks to the coil should not be grounded.Also check the kill switch wire and voltage.If its loose, its confirm kill switch issue.Wiggle the kill switch wires and reconnect properly.If its not the problem, then it sounds like the coil has gone bad. Try cleaning the ends of coil where it meets the fly wheel. Any rust or corrosion will dampen the spark.Check for an ignition spark presence by first removing the spark plug with a spark plug wrench, then grounding (allowing to touch) the hexagonal metal part of the spark plug with a bare metal part of the engine (such as the metal cooling fins just adjacent to the spark plug).Also check if air filter is blocked, remove air filter then try to start with out filter.
