Probably not. Netflix licenses the right to stream in specific regions/countries. Most likely, the app will sense that you are in a foreign country and display a message stating: "content can not be displayed to to legal restrictions/territories".

Can I get Netflix on my TV if I don't have any cable or satellite service?

Netflix is an online streaming service....this means as long as you have the internet and a smart box or tv or computer laptop or tablet you can use it to watch netflix amazon hulu etc.
it is better to use a cable (Ethernet ) from router to tv as opposed to wifi.without internet no netflix.

We are trying to watch the movie Frozen Ground and every 3 or 4 minutes it starts loading again. How do we stop this?

I would say this has more to do with your internet rather than Netflix. It sounds like your internet speed is too slow or others are using the service in the house at the same time using too much bandwidth.

How do i close a movie on netflix after i finish watching it?

You didn't watch the trailer. It depends on your tv, i just press the back button and I get the choice of removing, adding to list. When it comes up again I get a choice resume or start from beginning.

...it's because you are attempting to watch on more devices than your plan currently allows.
For more information, see Simultaneous Streams on Your Netflix Account, or use the following steps to resolve this issue:

Stop streaming on all computers and devices. (If you are unsure what other device has streaming activity, check out your recent activity to help solve the mystery.)
Try playing a movie or TV show on the device that originally received the error.

If this error persists, a title may have failed to stop properly or a sudden disconnect occurred between Netflix and your device. This will resolve itself automatically, but may take up 2 hours.
