From your Description it Sounds like the Plate that is Attached to the Carburetor (that the Throttle cable Attaches to) Thru Shaft (holds and Moves the Throttle Valve) has Loosened and is Simply Turning on the Thru Shaft and Not Moving the Thru Shaft and Throttle Valve at All.

Hello. You have some winter buildup in your engine. Get a can of starter fluid and a helper. have the helper shoot small squirts of starter fluid into the air filter while you run the mower. In just a couple of minutes the starter fluid will clear your problem. Joe

Your starter may be nearing the end of its service life.
If it is worn down it may require more amperage than your battery can deliver to crank. That is why the extra battery helps. More amps!
You can start your tractor and check the wires to see if they are hot to the touch. That would be proof the starting system is drawing more amps. If it isnt hot then you might have connection problems or corrodes leads.
You can try replacing your battery wires to lower resistance and improve power transfer to the starter. Leads are cheap and available at most car parts stores.

It sounds like it is too rich in fuel at full throttle.
Try removing the air filter and running the engine.
