will be an UNBalanced load, maybe there was not enough clothes in the load so in that case the drum would not be able to distribute the load evenly so gave up on the spin, hence wet stuff!

Haier hlp21n washer valve inlet - Water is not coming properly very less water then usual

Hi, if you turn off water to machine, remove flexable feed pipe to it and look into inlet hole, you should see a filter, this should pull out, maybe with plyers carefully, if blocked, clean with bleach, or descaler, ours (on a bosh machine, is in the actual tap on the wall, most odd that.) & replace.
If this is the cause, I would do it maybe every 6 months or yearly, depends on age of machine.

How do I stop it from dripping into the basket when the washer is off

The drip would be coming from the water inlet valve that is mounted under the console.

You can replace it. First disconnect the mains chord from plug and close the water inlet taps on the wall. Open the screws holding the console and turn it back. Make sure you don't drop it.
This will expose the water inlet valve. Check none of the hose clamps have come off or loose. If that is the case then tighten or fix the clamps. Otherwise you will have to replace the valve.

Water keeps dripping after machine is turned off.

turn hot water tap off if it still drips replace cold water inlet valve if it stops replace hot water valve
