I don't think there's a totally free photo recovery tool for you on PC. Personally I usually use this program (shareware) to get the lost android phone back on my Mac.

Unfortunately most free stuff will get you spam or spyware. since your info is important i would first ensure they are not on sd card or synced to the cloud before you seek some paid app.
Ensure they are backing up to the cloud in the future.

This is easy, I have this cell. You need a USB cord. Plug it in, the PC sees the cell as a storage device. ( make sure the setting is right on the cell, go to settings, connections, USB settings & make sure it's on "memory device")
So with the USB on your cell set as memory device just plug into your PC, click "open folder to view files' then you can drag & drop music, pictures ect. between cell & PC.
