Depending on how far you are in the game, you might still need to catch the legendary pokemon near the end of the game. Other ways are hacking(not recommended) and trading with a friend. Hope this helps.

im sorry but i dont think you can fix this, mine packed up aswell just as im at lugia in pokemon silver :( but mine froze i didnt see this game pak thing im sorry, you'll have to start a new game, i know how it feels :(
The only way to get a legit Mew into Black is to trade it in from another game. Unless you have any event Mews laying around (or know anyone who has one that they would be willing to trade), the only other option for getting one is either from Faraway Island in Emerald, My Pokemon Ranch (available on Wii-ware and you unlock a Mew after depositing 1000 Pokemon), or hack one using an Action Replay.
What you have to do is beat the gym where the great marsh is, get the HM, which is inside the great marsh (there is a green guy right by the enterance/exit he will give it to you) then teach defog (which is the HM you just got) to a pokemon that can learn it. Go to the fog and get you pokemon to use defog (go to POKEMON on your menu, choose the pokemon that knows defog and select DEFOG). And poof, the fog is gone and you can see everything.
In ruby you can not catch pokemon in from diamond and pearl because ruby is an earlier pokemon game, diamond and pearl were invented later. in other words, your pokemon ruby doesn't know and can't learn anything from diamond and pearl.
