It is possible that the machine does not start off the cycle because there are errors due to feedback from the inputs. For the program to start up the main program controller must initiate the INLET/MOTOR/DRAIN pump/ valve to open up and allow each function to be driven starting from the flow of water into the drum as also the drain valve to open to exit the water at the point of the program cycle. If this does not happen then the voltage at the valve/motor/pump must be checked or the fault relates to no voltage from the controller. This means the controller is a suspect.
If the water flows though the inlet then the flow pressure should be good, if not the inlet valve is bad or there is dirt in the filter. Also check the flow at the inlet of the water line. Once the water comes into the system the WATER LEVEL SENSOR - normally a pressure switch- must activate at the preset/chosen level to give the signal to the program controller to switch on the motor. What is most important for the motor to start functioning is that the door switch must be ON when the door is shut or this will be an error for starting the motor for rinse and wash.

Firstly, check to see that your water temperature is selected properly. Next, check to confirm water supply to the washer is adequate, both HOT and COLD. If confirmed, try replacing the fill valve.

Taking too long to fill. Check the strainers in the rear where the hose connects and check water flow from the hose.

Crosley CAWC529PQ1 won't turn on.

First, you'll need to make sure you have the proper voltage at the outlet, and the power cord terminals fit tightly into the outlet slots. Based on your post, you most likely have a faulty electronic control board.

User Control and Display Board If the washer won't start, the user control and display board may be defective. Check for power to the washer first.
Timer If the washer won't start the timer might be defective. This part is often misdiagnosed, check other components before replacing this time
Line Fuse If the washer won't start the line fuse might have blown.

I have a crosley cw5500w top load washer, it is filling very slowly despite adequate water pressure. Is there an inline filter that could be clogged?

Yes their are inlet filter screens where the fill hoses hook up to the washer if you shut off the water at the wall and remove the hoses at the unit and look and you will see them carefully pop them out and clean,,,And you will be back in operation
