First off to do it will take you about an hour, cost you between 10 to 30 dollars. The best alternative is either take it to a Canon Dealer and pay 40.00 and don't worry if you break the seal, or I will tell you how to reset it so that it thinks it has no ink. DO NOT PLAY WITH THE OTHER SETTINGS OR YOUR PRINTER MAY NOT WORK AFTERWARDS.
This works on the F30, F60, and F80.
Resetting the Waste Ink Volume Counter
1) Enter SERVICE MODE.---
By pressing Menu-Copy-#
2) Select TEST MODE.
3) Select [8] PRINTER TEST in TEST MODE.
4) Select 3. [EEPROM CLEAR].
5) Select 0. [INK COUNT].
6) Press the [OK] key.
7) Press the [Stop/Reset] key (returning to the state of 3)), and then press the [ON/OFF] key.
Skip step (6) since there is no [OK] key on F30 printers.

SOURCE: Message "wasted ink tank near full" on Canon Multipass F80
Inkjet printers have a fibrous pad inside them that collects the waste
ink from cleaning the print head. Over time, this pad fills up with ink
and can no longer hold any more. When this occurs, the printer
indicates a "waste ink tank full" error.
Replacing
the waste ink absorption pads is something an authorized canon service
facility can take care of for you. Once they are replaced,
it'll be functional again.
SOURCE: The waste ink tank is full. Where is it located?
There's no 3 year clock and those instructions won't reset the counter. The absorber pads are under the print engine and if you did manage to reset the counter with proper instructions, the waste ink will probably overflow and ruin something.
