You can Google 'Norstar feature codes' and then google 'M7310 user guide'
feature *0 is button inquiry
feature *1 allows programming of an outside #
feature *2 allows you to program and extension # on a button
feature *3 allows programming of feature codes

Go to 7310 set you wish yo program leave handset on hook push feature star 3 then the button you wish to program then feature and
the code you want ex:feature 0 is speed dial that key will now be
programmed for speed dial. You cant program line keys or intercom keys.

Sounds like a stuck button.
Do what I call the rake... swipe at the keypad over and over, look to see if there is any button lower or depressed on the keypad or buttons.
Someone may have spilled something on it (cola, coffee), and the set may require to be taken apart if there is a stuck button.
