DC28 has a belt engineered to last the lifetime of the machine in normal use. It's part of the high-torque clutch mechanism and isn't user-replaceable. However the belt is protected by a sensor which shuts off the brush bar if something jams it, so it's unlikely the belt will need replacing.
If the brush bar isn't rotating when your machine is turned on and reclined into the vacuuming position, it may just need resetting. To do this, please follow the steps shown in our Support video:

With a small torx driver (not the folding kind, the screw driver kind) and some patience, the belts can be replaced pretty easily. They run about 10 bux for both (you may as well change both). Dyson, like most manufacturers, makes it seem difficult in the hopes that you'll send it back to them for repair, where they will most likely sell you the whole clutch assembly because its easier to replace than fiddling with belts.

This is an old post but I will comment anyway. Contrary to what Dyson states, the belts do need to be replaced at some point. Ours smoked and smelled like burnt rubber, then the lights started flashing and would no longer spin. After calling dyson and plenty of research I found a video instructing how to disassemble and reassemble the power head. This process was fairly simple and took less than 30 minutes. There are 2 belts going to/from the clutch assembly, one goes from the motor to the clutch, the second from the clutch to the brush wheel. What I found with ours is the belt going from the motor to the clutch had slid and basically melted the clutch assemble and belt guard, the belt was still somewhat intact but it is designed like a car tire where it is bound internally with copper, so it basically shredded the clutch housing rendering it useless even if we did replace the belt. After several searches on numerous sites, we have determined that conveniently there are 3 parts you can not purchase for this machine, which are the clutch assembly and the 2 different belts. The only way to get these items is by purchasing the entire power head. you can purchase the clutch assembly for other models for less then $20. Seriously what a rip off and not too impressed. While we have loved our dyson and most of our family members also have one, we will not be purchasing another.
