Won't be easy, because you can't change the settings for RAW or JPG, difficult for lots of other things like ISO and quality settings.
You van change a lot, with the main dial and the LCD screen on top, but you will miss the menu.
Like Ernesto suggests contact a Nikon certified repair centre close to you and ask them what it will cost. Second I would check what a second hand D80 or D90 will cost. Or even a D7000, still new could be great. My D80 still works fine, but the D7000 already is much better. (4 years of age already)
When you have any electronic skills, it could be worth looking on iFixit.com, because I think perhaps only the switch behind the menu button does not work correct. But be aware if you tried to open the camera, you can't visit a Nikon store, because they don't like opened cameras and will charge you extra.
here they show how to open a D90:
Nikon D90 Rear Case Replacement
You might try shooting with the camera set on manual IF you can read the aperture and shutter speed settings. But, the fact is...if you can't access your menu the camera is one-step from being totally useless. You need to contact Nikon support to see if it might be possible to fix the problem by downloading the current firmware version. Unfortunately, I think his situation will require sending the camera to an authorized Nikon service center for a repair but contact Nikon support first at www.Nion.com.

The F-- error means that the camera does not think that you have a later AF type lens attached.
If you are using the 18-135mm then the camera is not properly connecting to the lens.
To test this, press the lens release button on the camera and slightly turn the lens as if you are going to release it then turn it back to lock.
This may fix the problem.
If not you can try remounting the lens a few times and if that doesn't work you could clean the lens contacts.
The contacts are the metal studs on the back end of the lens, the bit that goes into the camera.
Sorry if that is too obvious.
If you have an early lens it must be set to the smallest aperture using the ring around the lens.
This will be 22 or 32.
Then lock it using the little lock near the ring.
Good luck!

EXPLANATION.
1. The problem with 18-135 lens is because it make from plastic. Main problem from plastic is it can be reshaped after a few usage. When the shape ran out, the contact point will be defective. When the contact point didnt really touched, the processor cant send signal to lens to do autofocus (the lens focus using the lens motor, not the body). When u set to manual focus, the body doesnt need to instruct the lens to focus.
2. You are focusing something that is to near than the focal point.
SOLUTION.
1.Try cleaning the contact point on the lens. Then mount it back until the F showing up (F= aperture). This solution depend on your luck too. if the gap between to contact is so far, then it might happen back. Usually when u need it badly. haha
2. try to get more distance from your subject. Just keep press the shutter until the camera focus.
CONCLUSION
1.But new lens with metal mounting. It will last and durable.
2.Buy macro lens to close up. normal lens wont focus at short focal point!!~
