Buy new cable the match it to old one throttle or chock cable you will have to remove breather then look how cables or mount reminder how there mounted unhook them if throttle cable you will have to remove carb 2 bolts are nuts loose carb twist it to remove throttle cable carb has to be almost off to twist it then remove cable at dash pull out replace cable with new one install in reverse order paying attenion how to hook up not straight forward you can do it

Check the bypass for the transmission, make sure it is in all the way, if it is, check the belt from the engine to the transmission, make sure the belt tension spring is riding on the belt and that the belt is tight.

SOURCE: replacing starter pull cord on Cub Cadet mower

1st get same size cord 24" long .remove pull start assy. remove old rope.burn & smash ends flat of new rope(helps it go thru holes on pulley & cover easy). tie small knot in 1 end of rope. unwind spring pressure like if rope is pulled all the way out when starting.align holes in pulley & cover .fish rope thru holes start on pulley side, out thru cover so knotted end on pulley side.when ropes thru slip handle on .rewind spring will wind itself pulling rope in . your done

How to fix the cub cadet 221 LHP discahrge shut control cables from freezing up and not working ?

Try squirting a good quality penetrating oil down into cables till you see it come out the bottom. Don't get discouraged this is a slow process but should loosen up the cable. Then follow up with silicone spray the same way. You should be OK after this treatment. GOOD LUCK FRIEND.
