If the battery/batteries aren't charged up an automatic circuit will keep it from starting. My Gardena has this feature. The big power surge at startup can trip this protection circuit.

Does the blade turn by hand? If so, then the motor bearings are ok. The motor uses brushes as part of the electrical process--they can be worn out or stuck. Internal wiring breakage can result from vibration. Bad power switch? Open winding within the motor?

Can i convert a 12v cordless black and decker mower to electric

I assume you mean convert it to corded, connected to the mains; cordless is electric as well.
It is possible but there are conversion losses as compared to using a 'native' AC corded mower motor.
It also depends on why you want to convert it. If you find the battery unit underpowered, adding a 12v power supply and cord will not solve that, it will just extend the run-time to continuous, assuming the motor does not overheat, as it is probably designed to match the battery run length for on/off cycle times.
You could consider trading, or selling yours and buying a corded mower.

Changing batteries in black and decker cordless lawnmower

You can find parts information and exploded views for your mower here. You'll need to pick the series mower you have from the list. The service site's home page is here. At the bottom of the center pane is box where you can enter your model number to find the manual. With the views they give, you should be able to get the mower apart to replace the batteries yourself. Good luck on the project!
