Bought replacement battery. Says charge complete while plugged in, but won't power up after unplugging.

Looks like the batteries are DOA (dead on arrival). Happens sometimes. Since you said you just bought this yesterday, take it back to the shop.I'm sure they will be able to replace it for you.
An other thing, make sure there is no plastic around the battery or the contacts..Sometimes that can be a problem too..

Try a new battery if that does not work then you should take the phone and have the firmware flash to correct this error.....take the phone to a mobile service center to have this done.

First, I would suspect a bad battery. Try changing it with a known good battery. Check the metal contacts on the phone and the battery to make sure they are clean and damage free.
