check are your usb driver is properly installed or they are enabled... I happed with me also... It took some time to locate and install the usb by windows but it can also be the cable problem... Check these things and if nothing is wrong within these then try to reinstall the windows and i am sure that this will solve your problem!

You can use unetbootin. It's very easy and self-explanatory to use.

ok this should be simple, While your computer starts to boot, before windows screen, keep pushing F2 to enter the bios setup. Set it to boot from usb first under boot order. Also make sure boot from usb is enabled under advanced

You only format a CD/RW or a DVD/RW, which are re-writeable.
Regular discs do not need to be formatted (CD-R or DVD+R, DVD-R, DVD+R DL, etc.).
To format the DVD/RW idisc, use the "burner" software ( Sonic?, Nero?) and choose [Tools] [Erase Disc] (erase is the same as format)
