When its plugged in it works fine but wont charge and its a new battey

If the battery is new then either the battery is faulty or the charging circuit in the laptop has failed, this would need a new main board for the laptop, have you got another laptop you can test the battery in to confirm if its the battery or the laptop.

You have a ground fault issue in the DC JACK.
There are escentially 4 circuits in the jack and one is not making contact.
1: Negative Charge circuit (outter ring)
2: Negative Run circuit (outter ring)
3 Positive (Inner Ring)
4: Signal (center pin)
I believe the negative charge circuit (outter ring) is not making contact internally. Typically what happens on that model DC Jack is the tension contact metal becomes fatigued, and does not touch the outter ring.
This could come from Heat causing early fatigue of the metal.
Or normal wear, the metal has simply worn out from regular insert/removal.

That usually indicates battery is beginning to go bad. Eventually it will not hold a charge and will need to be replaced.

Sounds like you might have a bad dc power jack. ifyou wiggle the jack around where it plugs in on the computer, does the powr light come on?

it means your battery is damaged. avoid using battery while using charger in your house. remove battery to be safe. battery is for outside or for travel only.
