Secondary air injection system fault.
Yep, it's the secondary air injection pump and/or the SAS valve.
The story goes that the SAS valve on the exhaust manifold fails and condensed water drips down into the pump, which corrodes and quits pumping.
If you can apply vacuum to the SAS valve, then you should be able to blow through it. With no vacuum it should be blocked.
The pump can be removed and tested with 12v and blow air.
The system injects air in the exhaust to light up the catalytic converter quicker on cold starts.
