It's 'possible' but not likely that you need additional freon.
What is more likely is the 'filter' (for inside coil) is dirty and possibly the coil itself - and/or - the outside coil is dirty.
I would check out the filter - if dirty - I would change it and would also inspect the inside coil. If it's also dirty I would clean it the best I could (with a brush of some sort).
I would also check the outside coil and clean it if need be.
This unit is use in motels etc. Check the ouside coil ( conderser) from the inside (discharge fan ) for dirt. Most of these units are floor level . This can cause a unit to short cycle ( cold air is at the floor) .

Most likely you are low on freon. Your air conditioner uses a coil that gets cold when the freon passes through it to produce your cooling. The temperature of the freon inside the coil is directly controlled by the pressure of the freon. When the system is low on freon, it causes the coil to become to cold and then instead of sweating it freezes. You will need an a/c technician to reslove the problem for you as the task requires tools and equipment that you most likely don't have.
Check the filters inside and the evap coil to make sure it isnt filthy. The evap coil can be cleaned with a credit card if its wet. The large line outside should sweat all the way to the compressor if its got enough freon. Will freeze when its cool outside or not sweat at all if its low. Good luck with it.
