The hydraulic gas lift is broken. If you want to fix it, you will need to find/buy a replacement. This is a common problem that happens with most all chairs, even if they are rated for heavier weight/long term use, they still do not seem to last more than 1-2 years of use at the most.

If you have adjusted all the knobs and handles, maybe it is leaking gas or in some case oil. Some of these chairs have an extra knob at the back of the seat along the column of the back rest, as to lock it in the desired position. Good luck.
