Machine was unused for couple of months. Now after warming up trying to brew it makes normal (although labored) noises but no coffee comes out. The display then says "Fill Tank" but there is water in the tank. The dry coffee grounds are disposed in the grounds container. The steam and the hot water on demand works normal with steam and hot water coming out.

I had a similar problem, and solved it by turning the grinder by hand against resistance. Apparently the grinder wasn't really turning during the cycle and needed to be cleared. If your beans are "hopping" this may be a different problem.
Testimonial: "Grinder is turning but old bean oil is clogging it. Stirring beans on next brewing after drying the grinder was also customer services recommendation"

I think you use too fine grist on the grinder, or the coffeebeans are really dark and moisty. Try to set the grinder to a coarser grist, for dark roasted coffee it`s not recomended to to use any finer than medium grist. However, the sieve in the brewing unit could be clogged, and you need to clean this out. Put a finger up in the brew unit just along the grounds blade, you will probably find a lot of old fine coffeeground up the. Clean it up as best as possible, and then try to make coffee with coarser grist. If this helps, it`s smart to run a cleaning program to be on the safe side.
If nothing of this helps, you don`t have a choice, you have to send it for service, then the brew unit has to be dissasembled and cleaned from the inside.

Try using the "shipping" unit button to shut everything off. Turn off the unit and then tryo to run it again.

SOURCE: My Jura Capresso Impressa E8 is leaking water
I have the same problem with my E9 and I have traced it to the diaphragm unit that is just distal to the pump itself. Apparently, the diaphragm is secured with a steel band (not stainless since it is rusty) that may hold seals or O-rings that break down. You can observe it leaking when pressure applied during brewing. The question is: can a new unit be ordered and if so, where?
