SOURCE: AC not cooling enough
Probably low on refrigerant, if valve moves when heated it is working, assuming the system is matched.

SOURCE: GE Central A/C Unit about 30 yrs old; condenser fan stops after a short time.
I gather that it is the outdoor fan motor that runs a bit then stops.
Fan motors that stop by themselves are overheating and going into self-protect. The fact that you replaced the motor and capacitor opens up a whole world of "which wire is in the wrong place". I could do this if I could see it, but I can't see it. You're probably going to wind up calling a service man to sort out the wiring.

Replace the T-stat the screw is not letting the wire make full contact and causing the unit to not turn on. If you are not careful you can over heat your unit and be in for alot of money to get it repaired

your contactor that supplies power to the compressor has its contacts welded together and even if you turn up the thermostat and the coil that holds the contacts closed will de-energize,but with the contacts welded together this is no longer possible,you need to replace the contactor
