Have you ever heard of RPM roll over? If the engine was allowed to reach it's max RPM under throttle the inertia would cause it to exceed its design max RPM, so it set below that to avoid flying rods and pistons. And yes it is governed.
Is it bogging down, or just stops revving at the point...first check the throttle cable, twist it wide open and make sure it's opening all the way...after awhile they tend to stretch and that won't allow you full power....i hope this helps.
Someone who is not a technician can only do the following:
1. disconnect the souter and detarche it from the machine.
2. E051 means the souter ias not functioning properly discopnnect and the problem is gone while you look for the technician to repair your souter.
I'd be checking those throttle bodies for any contaminants or obstructions, then ensure the ECU is wired right. Injector's good? No dead birds in the air ram intake!
