What a nuisance !! I will try to help, let's go through some steps

You can do this online. All you have to do is log on to PayPal and use the website to change the bank information under my account.

Click on forgot password, Yahoo will send you a temporary password. When you get this temporary password go to Yahoo login enter this password then enter a new password that you can remember.

You/she needs to setup an account on the Apple iTunes "store" web-site, namely your/her E-mail ID and a password of your/her choice.

Your account may be blocked by yahoo for 2 reasons.

1. Your account has been spamming or
2. Your account has been reported for abuse.

If you are not the one doing those spamming or abuse, then your account might got compromised. It is advised that you get a new yahoo account since your blocked yahoo address was already harvested by spammers or spambots and was able to used it to send out abuse or spam. Make sure you secure your new account by using a strong password.
