The other, much more drastic option, is to do a "factory reset" or "wipe" of the computer using the installation media. Or in other words, erase everything and reinstall Windows. That, however, will blow away all the stuff that's currently stored on the computer and overwrite all the programs, etc.
Once you get in, set up the accounts properly: A separate Admin account that isn't for "daily" use, and actual user account(s) for you and your daughter and whoever else to use. Then, it's just a matter of logging in to the machine using the Admin account and resetting the user passwords as needed.

"hp 14-b109wm" is not a router. It is a laptop. If you are truly having problems with a router, there is usually a small hole in the back that you can poke a straightened paperclip into to depress an internal button while powering the unit up which will set the router back to factory defaults. From there, it's a matter of accessing the router with the "factory" user/password. Google for specific procedures using the proper model number, etc. Good luck.

Yes, If you know the routers' administration password, you can log in to the administration settings and change the password. If you are asking if you can change it without knowing the admin password, not likely.
