No it can't. One call at least must be dialed out to. Try using a conference bridge service if you want to have multiple parties call in to you. Then you and all guests only need to call bridge number which is usually toll free.

Please I have the same issue, the receiver cannot hear whjat we are saying our voice is very faint to the receiver as if we are calling from a very far distant location from the phone.
I believe that if you reach a busy signal, you can hang up. The conference should ring you back and the rest of the conference will be there.

To Leave a Conference:
Hang up.

To split a Conference and speak privately with the original
