then you will need to have it diagnosed or have the thermostat replaced. Since it only does this on a hill most likley doagnosing it will be a waste of time since noone has a hill like the grapevine to test it.

So get the thermostat and a coolant flush done. Thats about all you can do other than replacing the sensor or the gauge

Well, it's a good idea to change the timing belts every 80,000 mi. or so, and sooner under severe service. However, I have not heard about Buicks from the 2005 model year having a particular problem with the timing belts, more than any other brand.

I read over the gasoline engine recalls and didn't see it listed.

Yes you can Spring time is the best time since there is more sap in the vines.

You should aim to do it in late winter or early spring before new growth starts (dormant season). Cut back the strong, healthy canes to about 15/20ish buds for spur-pruned types, remove anything diseased or weak looking, and snip away excess shoots.
