First see if your taskbar is locked. Right-click on an empty area of the taskbar, for example right next to (but not on) the Start button. You should see a menu with "Lock the Taskbar" near the bottom. If there is a checkmark next to it, your taskbar is locked and can't be moved. Click on "Lock the Taskbar" to remove the checkmark. If it isn't checked, leave it alone. Release the right-click.
Next left-click on an empty area and you can drag the taskbar to any side of your display you want - top, bottom, left or right. If you have a multi-display setup you can even drag it onto a different monitor screen.
Once you have the taskbar where you want it, right-click and check "Lock the Taskbar" so it doesn't accidentally get dragged someplace else.
