I removed the seat to relieve tension and it still would not release
I've repaired a few seat belts in the past. Depending on where your mechanism is located, you need to get to it and remove it. Every one that I've repaired had a locking mechanism that is based on G forces and I've removed the side cover of the seat belt to release it. If it's a SRS seat belt, be careful to not trip the circuit. Do your work with the battery disconnected. Once you get the seat belt mechanism apart, small screwdrivers and a pick set would be the best tools to have on hand.
