Hello Charliebigwh, hi technically your monitor's power supply has a problem, this is either your switching regulator does not work or there is a short in that section, If you want to do it your self, need to replace all large value, and or high voltage capacitors(especially the capacitors with its top is bubbly), need also to replace the switching IC, and power transistor.
Have it checked by a technician if you cannot do the work.

SOURCE: My 47' LG HD television
I had the same situation with my 47" LG. I opened the back and found 3 bad capacitors (bubbled on top). I replaced them at a cost of $1.20 ea at Radio Shack. I'm no expert at replacing these, so I let you tube be my teacher. I saved myself over $200 by doing it myself, not to mention there are some dishonest people out there that'll lead you to believe your TV is shot.. See the pics below of the "bubbled/bad" capacitors. These shoud have flat tops..Hope this helps....

Hi Julia,
Your unit missing some output voltage(s) in the power supply section. This is commonly caused by open/shorted voltage regulator IC, open fusible resistor, leaky/dried electrolytic filter capacitor in the power supply section. You can't fix this kind of problem if you don't have necessary tools and test instrument, don't know safety precaution. But good news, you may replaced the entire board for your convenient. Click the link below to have an idea how much money you are going to spend on the board.

If you still wish to save some money, I would advice you to send your power supply board to repair shop. There's some shop that repair only the power supply board even not sending the entire unit. It will charged you a much cheaper.
Hope I helped you.
Have a nice day!
Thanks for using Fixya.
