If you could not start in spite of oil and gas change, checked gas supply, spark plug, ignition cables and coils (magnetos) and so on whitout success, then try this:
Your generator has a low oil level protection, which stops the ignition of the motor.
After "a couple of years" sitting without or with old oil, the level switch may have got lazy or stuck down.
If your oil level seems to be good, while measured, find the oil switch and try to shorten or disconnect it.
If you succeed in running the generator change or repair the oil switch.
I hope that this will be helpful, because I don't have your device in front of me, but some people rank such an answer with 2 thumbs, which means useless. Better dont rank.

remove the filter and look down the tube if the carb is filling with fuel then the float needs adjustment or replaced from sinking the tube if it is the one that attaches to the side of a plate on the engine block then replace the oil do to your filling the case with gas this ia is vent tube that attaches from the plate to the carb just under the filter you may have to rebuild the carb about $20.00 for the kit and $6.00 for a float. hope this helps

if you can not find a carburator you may need to find a re-built kit on the internet.
