I seriously don't think the problem has to do with your PC specs.
I too have had the same problems. Before this I was using Windows XP SP2 and now I'm using Windows 7 . So I googled hard , Really hard with the capital H-A-R-D that day and I found a solution . So I wrote it on my blog . So if you don't mind , why not drop by?

It may be because of your graphics card or any other requirement problem.
age of empire 3 needs at least the following requirements or better....
Microsoft® Windows® XP
PC with 1.4 GHz equivalent or higher processor
256 MB of system RAM
2 GB available hard disk space
32x speed or faster CD-ROM drive
64 MB video card with support for hardware transformation and lighting required
Sound card, speakers or headphones required for audio
Microsoft Mouse or compatible pointing device
56.6 Kbps or better modem for online play
check if you have all the reqirements..

The error message you got would show up in the following scenarios:
1. DirectX not up-to-date.
2. Video card drivers old.
3. The game being played with a not supported video card.
Check for the above mentioned and it should be either one of them.

Place the disc into your CD Rom Drive.
The setup should come up, if not, than go to My Computer, and double click on the icon.
Run the setup. Just keep hitting Next.

It is just an expansion pack. You must first completely install AOE 3, then the expansion pack will have the directories it needs to install to already created for it. If you have the first CD in the GOLD pack, reinstall from that first then try the Warchiefs disk.
